Each person puts on their Livejournal an entry for quotations. If you see someone with a quotations entry, and you're interested, you can put in the "Reply to This" column a quote about YOUR character's perception of THAT character as if you were talking to someone else ABOUT that character. "Oh, Alfie? He's nice and all ... I only wish that ..." etc. In turn, you ought to be kind and see if THAT person has a quote sack for THEIR character, and post a qoute from YOURS in THEIRS.

Remember, the only rule is that you should be as open and honest as your character would be talking ABOUT your character to another person. It can be rumor, chatter, idle conversation or your secret longing for a lifetime companion. Just keep it fun, all, please.
